First, a haul road had to be constructed, as well as pads used to support cranes. The temporary road, which had to be constructed above the height of the floodwater, also had to be built in such a way that it did not contaminate nor block the flow of water. Completion of the haul road enabled workers to assemble the bridge piers and deck relatively quickly.
