The diacritic in this Livonian letter (as well as all others with it) is a comma, but no precomposed character exists in Unicode, so this character is used in practice. Furthermore, Unicode's own documentation is contradictory on whether the diacritic for this glyph is meant to be a cedilla or a comma.
